The New Castle County Detention Center (NCCDC) is a 64 bed lock-secure facility serving pre-adjudicated males and females under the age of 18 years old. The facility is accredited by the American Correctional Association (ACA), a nationally recognized organization that sets standards for adult and juvenile correctional facilities.
Several types of programs are available: HIV prevention, Boy Scouts/Crew, aggression resistance, drug education. We also offer practical life lessons such as dance, cooking, and gardening classes.
Certified providers offer medical, dental, and psychological services. Religious services of various faiths are regularly scheduled or can be provided upon request.
Academic education is provided by public education teachers. Credits received in these facilities can be transferred towards a high school diploma or GED.
Throughout the resident's stay, staff maintains contact with the family to assist in adjusting the youth's behavior towards becoming a better citizen. Services are available to assist families in providing guidance to help their child (ren) to meet this goal.
While residents are detained, they have the opportunity to have visitors. While in orientation, they are allowed parent or guardian only. As they change residential phase they are allowed additional approved visitors. Visitation dates are as follows:
Residents whose last names begin with:
- A-L - their visit night is Tuesday
- M-Z - their visit night is Thursday
Weekly visits are 6-7 pm. Visitors are requested to arrive 15-30 minutes before visitation with proper identification. Proper identification is as follows:
- State issued identification card
- Drivers’ license
- Passport/ Passport card
- School identification card for children 5-18
- Military identification
Family night is on the 3rd Wednesday of the month. Special visits are held on Saturday or Sunday. These visits are scheduled by the Family Service Specialists.
Residents are permitted to call their lawyer, probation officer, or caseworker anytime during normal business hours of 8:30 pm to 5:00 pm Monday through Friday. Residents are not permitted to receive personal calls. Residents are allowed to call persons on the approved phone call list. During the week, residents will have scheduled days for making phone calls to their family. Calls are permitted as follows:
- Orientation – Wednesday
- Phase 1 – Tuesday
- Phase 2 - Tuesday and Wednesday
- Phase 3 - Monday, Wednesday, and Friday
Residents may send and receive mail through the U.S. Postal Service only. We will not accept hand delivered letters. Residents are not allowed to write other residents within NCCDC, an inmate in another facility or to any DYRS contracted placements unless approved by the Superintendent. All mail received will be opened and inspected for contraband, money, and other items not permitted in front of the residents. Mail may be read, censored, or rejected when there is a suspicion that the contents are contrary to facility interests, order, and security.
