Juvenile Civil Citation




Overview

As established by Delaware Statute, the Juvenile Civil Citation (JCC) Program is a statewide civil alternative to the formal arrest and criminal prosecution of youth under 18 who commit program eligible misdemeanor offenses.

The purpose of Juvenile Civil Citation process is to:

  • Ensure that the youth’s misdemeanor offense is appropriately addressed
  • Reduce juvenile delinquency 
  • Provide taxpayer savings 

The program offers law enforcement the option of issuing the youth a civil citation in lieu of an arrest. During the program period participating youth will:

  • Complete an assessment to identify their risks and needs
  • Complete five (5) hours of community service (or essay)
  • Complete a community impact statement
