Tonia (Toni) Muncey serves as Deputy Director of DMSS.  She has been with the State of Delaware for 18 years and DSCYF for 10 of those years.  Toni considers herself a state employee success story, having started as a file clerk (Operations Support Specialist) in 2007.  Through many years of hard work, state-sponsored training & development programs, professional certifications, promotional opportunities, and ever-increasing responsibilities, Toni has achieved her career goals and enjoys mentoring others to do the same.

Toni graduated from the University of Delaware with a Bachelor of Arts degree in English and a minor in Women’s Studies and went on to complete a professional certification in Business Process Optimization, also from UD.  Toni is a proud graduate of the State of Delaware Career Mentoring program, the Continuous Improvement Practitioner certification, and is currently completing the Project & Process Leadership program.  She is also a Certified Change Management Practitioner through Prosci®.  In 2022, Toni was honored with the GEAR P3 Trailblazer Award for “increasing the efficiency and effectiveness of Delaware’s government.” 

She shares the same management and organizational philosophies as DMSS Director Sue Weber, including collaboration, support, integrity, and recognition.  One of her core beliefs is that we must always value the person as much as the product. 

Toni lives with her husband in Hockessin, Delaware.  Together they have three daughters – all UD Blue Hens – who are truly her pride and joy!  Toni also has two wonderful sons-in-law and a beautiful granddaughter.  She enjoys spending time with family and friends, walking, biking, and reading.  She is an active member of Hockessin United Methodist Church and loves vacationing in Lewes Beach (her favorite) and Disney World (her husband’s favorite).
