General Description of Functions/Services

Maintenance Management

Facilities

Plan and manage all maintenance functions for DSCYF facilities statewide. Recommend and implement maintenance strategies to ensure that DSCYF facilities are maintained at optimal level. Provide timely reports to DSCYF management on the status of facilities.

Grounds

Maintain the grounds at all department facilities and campuses. Ensure that the grounds are clean and safe for all department employees, clients, and visitors.

Administrative Management

Provide all necessary accounting functions to support Facility Operations. Manage all property leases for the Department. Provide a safe, comfortable and clean environment for department employees, clients and visitors to our facilities and campuses.

Quality Assurance − Safety/Security

Support the Facility Operations by planning, coordinating, and maintaining safety/security functions for DSCYF facilities. Maintain current Emergency Operation Plans (EOP). Serve as a liaison between DSCYF and other State Agencies as it relates to “Emergency Preparedness.”

Janitorial Management

Manage the Department‘s Janitorial effort at all Facilities. Ensure each facility is maintained at the highest standards of cleanliness.

Records Management

Coordinate, manage and monitor a Departmental Archives and Records Management Program to carry out the purpose of the Delaware Public Records Law. Insure that each division within the department establishes and maintains a records management system and schedule for records retention. Serve as liaison between our department and the Delaware Public archives.

Capital Programs Management

Plan, manage, and monitor the Department‘s major and minor Capital Improvement Projects. Serve as key interface (Single Point of Contact) between DSCYF and OMB/Facilities Management. Maintain a project tracking and reporting system to manage and report on the status of each capital project. Manage the Department‘s Maintenance and Restoration funds. Coordinate the development and implementation of all department facility assessment plans.

Fleet Services

Manage and maintain the department‘s Fleet Services requirements. Serve as a single point of contact for department Fleet Services. Coordinate the usage of Fleet Services with Fleet Administration.
