Welcome to the Juvenile Civil Citation Program!

Juvenile Civil Citation (JCC) Program is a civil alternative to the formal arrest and criminal prosecution of youth under the age 18 who commit program eligible misdemeanor offenses.  Its primary purpose is to prevent further delinquency, hold youth accountable for their offense, and appropriately address participates’ needs without creating a delinquency record. This program offers law enforcement the option of issuing a civil citation to youth in lieu of an arrest. During the program youth are required to participate in an assessment to identify their risk, needs and strengths, complete five (5) hours of community service, complete a community impact statement, and avoid any future contact with the juvenile justice system.
