Delaware Children’s Department Cabinet Secretary Vivian Rapposelli will join over 150 foster parents, state child welfare officials, community foster care agencies, and Vicky Kelly, Psy.D., Deputy Director of the Delaware Division of Child Mental Health Services.


The Delaware Children’s Department’s 22nd Annual Foster Care Recognition program will honor the work of foster parents who care for over 700 children in foster care throughout Delaware. Approximately 150 foster families are expected to attend. Keynote speaker Dr. Vicky Kelly will be speaking on the power of parents as sources of hurt and healing.


The 22nd Annual Foster Care Recognition program honors foster families in Delaware who have answered the call to provide safety and stability to children who have suffered abuse and neglect. Their efforts allow children in foster care to build on their self-esteem and develop a sense of hope for the future.
