Carrie Hyla, DMSS Deputy Director

Carrie Hyla has more than 28 years of experience in the human services field, with a career that spans many facets of juvenile justice, the judicial system and child welfare. Carrie has a strong background in policy and procedure creation, change management, and budgeting and oversight processes. She began her career in direct service positions, starting as a community supervision probation officer in Pennsylvania, and then advanced and assumed several administrative positions with the Delaware Family Court. While at Family Court, Carrie held multiple supervisory positions, including Deputy Director of Operations and Director of Special Court Services, where she oversaw organizational change and was an expert in court policy and practice.

Carrie joined the Delaware Children’s Department in 2017, beginning in the Division of Management Support Services and then working for the Division of Family Services as manager of the Independent Living program, where she oversaw services for youth aging out of foster care. Prior to her appointment to Deputy Director of the Division of Management Support Services in 2021, Carrie held the position of Professional Standards Manager for the Division of Youth Rehabilitative Services focusing on continuous quality improvement within the juvenile justice system, accreditation and policy creation. She also served as co-chair of the statewide Juvenile Human Trafficking Interagency Coordinating Council. Carrie received her B.A. in Psychology, concentration in Child Psychology, from Elizabethtown College in Pennsylvania.
