YRS Deputy Director Biography




Dr.  Rebecca Richmond first began her career with the Department of Services for Children, Youth and Their Families in 2008 as a psychologist at the New Castle County Detention Center through the Division of Prevention and Behavioral Health Services. Throughout her training and clinical experience, Dr. Richmond has worked in juvenile justice systems in Delaware and Florida, and her work in private practices allowed her to conduct psychological evaluations in detention centers in Georgia and Texas.

During her time with the Delaware Children’s Department, Dr. Richmond completed the State of Delaware Supervisory Development Certificate Program in 2012 and the Youth in Custody Certificate Program at the Georgetown Public Policy Institute of Georgetown University in 2013. In 2015, she was promoted to Psychologist Supervisor. In 2020, the behavioral health team transferred from the Division of Prevention and Behavioral Health Services to the Division of Youth Rehabilitative Services. She was appointed Deputy Director of that Division in February 2023.

Dr. Richmond earned a Bachelor of Arts degree in psychology and social welfare in 1998 and a Master of Arts degree in clinical psychology in 2000, both from the University of North Florida. She earned a Doctor of Psychology degree from the Georgia School of Professional Psychology in 2006. On the clinical side, Dr. Richmond is an active member of the Delaware Psychological Association and she was appointed to serve on the Delaware Board of Examiners of Psychologists from 2016 through 2022.
